I would suggest go to Ooty but stay away from the town - Avalanchee, Kotagiri, Coonoor are good options away from crowds of Ooty. On second thoughts, though Ooty may not be really that crowded in December, you can even stay at Ooty and try these places one day each. Hope this helps. But had been to Ooty with wife and 2 kids last November. Had booked taxi from Bangalore. We really enjoyed the place and weather. Went to Coonor by train and came back by our taxi. While returning, also saw took small safari at Bandipur. Love the photos. Ooty Ooty is a full-on Indian city, in other words a jumbled, crowded mess. Near Ooty Near Ooty Farmlands and smaller villages surround the city and tea plantations making an interesting tour through the country side. Hiking in Munnar versus Ooty At each destination we hired a guide for a full day trek.
Conclusion If I had it to do over again I would choose Munnar for the tranquil setting and cardamom plantations. I will ask more when we get closer. Always planning my next trip to India. Otherwise, if you like places with warm temperatures, better choose the other two destinations.

In comparison to Ooty and Kodaikanal I opt for Munnar for more than one reason, First it is not commercialised, not over crowded, busy , nice sightseeing spots, very much unexploited and very budget friendly. That's are my reason apart from all the beautiful and exquisite and picturesque view Munnar offer including almost every shades of green colour, watching these shades of green proves to be the feast for the eyes and pleasant and quite atmosphere is for the soul.
While travelling through Munnar you actually feel yourself rejuvenated and fresh and this is not the kind of place you explore in one day so go there when you have time in your hand.
